Université Laval, Alphonse-Desjardins/Maurice-Pollack pavilion, 2305 rue de l'Université, Quebec city (QC). Room : Grand Salon (2nd floor).

Time control / Formula

40 move / 1h40 + 45 minutes / mat + 30 seconds / move. Half-point byes available for round 1, 2, 3 and 4. Maximum 2 half-point byes. Swiss system. Section A (Open) rated FQE-CFC-FIDE. Sections B, C and D are rated FQE-CFC.

Participant must be a member of the FQE or CFC. FQE membership forms are available on site. The highest rating achieved by a player cannot extend more than 100 points above the rating limit of the registered section or the limit rating of the class price. For players outside province of Quebec, the highest standing rating has priority (FQE, CFC, FIDE or other national ranking). A non-rated player may earn more than $100 in Sections B, C and D.

Rules : RULES (PDF)

Duty of the player : It is the duty of the player to have in his possession his chess game and a regulation clock with the function for an incremented cadence. The player must know the programming of his clock. The organization provides the chess boards. A limited number of games and clocks are available for troubleshooting only. If a player has to borrow material from the organization, he must make a request to the organizer to register the loan. It is also the duty of the player to apply for rest (bye) or abandonment to the referee or the tournament director.

Responsibility : The organization is in no way responsible for programming the clock of the player except for a clock belonging to the organization. Any object lost during the tournament, the organization will do its best to put it in safety for a period of 6 months after the tournament or until claim of the property to which of right. It is strictly forbidden to have alcoholic drinks on the premises of the tournament, to smoke and to have superfluous technologies in use during a game. It is mandatory to close the cellphone during a game or otherwise sanctions will be applied according to the FQE's "Official Rules of Failure" and in accordance with the judgment of the Referee.

Refund Policy : A participant is entitled to a full refund of his / her registration before July 31, 2017, 80% of the amount before August 11, 2017 and no refund is possible from August 11, 2017.
